José María, professionally known as Txema, holds a degree in Engineering from National Taiwan University (NTU) and combines a strong technical foundation with a sharp strategic mindset. He began his career developing black box systems for the railway sector—technology focused on protection and traceability—before moving into international business development.

Since then, he has led the expansion of premium services across Asia, gaining deep insight into high-value markets and building long-term relationships with clients and institutions.

At QAISC, he leads the company’s international business development in coastal monitoring and maritime intelligence. He works closely with maritime authorities, port operators, environmental agencies and research institutions across Europe, Asia and the Middle East to identify how existing coastal observing infrastructure can address operational challenges beyond its traditional applications.

His current focus is on the adoption of AI-enabled maritime intelligence for applications ranging from marine protected areas and ports to maritime surveillance, connecting operational needs with technologies such as HF radar, AIS and AI-based vision systems.
